Why would I check "Hide asking price?"

If you have an Autotrader or Cars.com account and want to send the full cash price to them, but you want it hidden from your website and craigslist ads, you would check this box.

What are the down payment & payment fields

If you put prices in these fields, they'll show up on your website and some of your ads (the ones that support them.) These are to specify that you finance this car and how much you are willing to take as a down payment and monthly/weekly/bi-weekly payments.

Do I need a payment disclosure/disclaimer?

Yes. The state of Texas and other states mandate that you mention the breakdown of your financing specifics next to your prices. Otherwise, you could get fined.
